error profile - change password

I have ocs server version 2.3.1. an error occurs because when creating users of any profile other than sadmin, those users can not perform a password change. They are enabled the account_config option but when trying to change the key appears a message that says "choose a valid profile" As this error can be solved, since not an administrator user can make the change.
